What is the difference
between a fellowship, grant, and scholarship?
The easiest to remember is that a grant
is generally money given to you as a one-time offering to accomplish
a specific thing and generally has no strings attached to it. For
example, you apply for a travel grant to attend a technical
conference. Assuming you receive the grant, you would then spend
the money to attend the conference and that would be the end of
the money. Many times, however, if you are given grant money and
your expenses are less than the grant amount, you will be required
to return the unused portion of the funds.
Scholarships are generally given with
the requirement that the student enroll in a particular course of
study and may require certain outcomes. Fellowships, on
the other hand, are generally given with less stipulations and are
typically awarded based on prior qualifications and achievements.
Some scholarships and fellowships do require a commitment of service
after the award period. For example, NASA sometimes requires a student
to work at a NASA center following graduation for a period of time
in recompense for receiving the fellowship.

Administrator's Fellowship Program
The NASA Administrator’s Fellowship Program
(NAFP) is designed to enhance the professional development of NASA
employees and the Mathematics, Science, Engineering, and Technology
(MSET) faculty of Historically Black Colleges and Universities (HBCUs)
and Other Minority Institutions (OMIs). The program also seeks to
increase the ability of these Minority Institutions (MIs) to respond
to NASA’s overall research and development mission.
In order to meet these objectives, NAFP encourages
two categories of respondents to apply:
- NASA Career Employees - These fellows
will teach and/or conduct research at a MI and participate in
developmental assignments at NASA Headquarters, another government
agency, in the private sector, and/or at other appropriate organizations.
The length of the program for NASA employees is 18-22 months.
Employee fellows will spend approximately 9 months teaching at
a MI and 9-13 months in professional development assignments.
- MSET Faculty of Minority Institutions
- Faculty fellows will spend 12 months conducting research at
a NASA center, NASA Headquarters, another government agency, in
the private sector, and/or at other appropriate organizations.
They may also pursue other developmental assignments over the
course of the fellowship.

Force and EPA Summer Faculty Fellowships
These programs allow academic faculty to conduct
a focused research project in a federal laboratory during the summer
months. Awards are made for continuous, full-time residence in the
laboratory for a minimum of 8 and a maximum of 14 weeks. Applicants
must hold a current, full-time teaching or research faculty appointment
at an accredited baccalaureate-granting U.S. college, university,
or technical institution and have an earned doctorate in science
or engineering. The program is open to U.S. citizens and non-U.S.
nationals holding legal permanent resident status. The selection
process for Summer Faculty takes into consideration the research
the applicant proposes to conduct in the federal laboratory and
the benefit of the program to the individual in his/her academic
role. Applications for Summer Faculty awards are reviewed once a
year and applications for Summer 2003 are due November 1, 2002 and
successful applicants will receive awards in April.
